You could just use pedals since they would provide the same function, but then it wouldn't look like the cab. The throttle seems like it would be a similar principle to analogue pedals for acceleration for car controls. I'm sure there are throttle controls available for flight sim enthusiasts that could be repurposed, but those, and high quality steering wheels/yolks are hundreds of dollars. You could totally make a makeshift cab to house the pc, but it seems like the controls would add a lot of cost. However, there were good ports to dreamcast, gamecube and PS2 (as well as watered down versions for PS1 and N64) so as long as you don't mind the lack of an insert coin feature you could readily emulate one of those. I don't think the arcade version of the game is emulated these days.
